A landowner's proposed use of a particular tract often impacts two different groups: first, adjacent landowners or residents that may experience the direct physical impacts of the type or density of the land use, and second, the community at large that may experience a direct or indirect financial impact in the form of increased or decreased taxes and greater demands on public services. The landowner and the effected parties expect their elected officials to represent their best interests, and local officials often find themselves caught in the middle of these competing values. Ultimately, these competing interests should operate in tandem with each side respecting the other's perspective thereby resulting in the protection of individual freedoms and the effective utilization of land.
